On 29 July 2008, the US House of Representatives issues a formal apology to African-Americans for the institution of slavery and the subsequent Jim Crow laws. The resolution is read by Steve Cohen, who first introduced the proposal in 2007, echoing Congressman Tony P. Hall's earlier resolution submitted in 1997. No mention is made of reparations.
