On 28 June 1992, the Organization of African Unity (OAU) swears in a twelve-member GEP whose mandate is to pursue the goal of reparations to Africa. Chief Abiola, later elected but not made president of Nigeria, is nominated as the group's chair.

The three most widely-known members of this group are J.F. Ajayi, Ali Mazrui and Dudley Thompson. The GEP will go on to organize a second conference on reparations held in Abuja in 1993.
