This was the largest congress yet, with some 208 delegates mostly from the US and the Caribbean, but also from Africa, Germany and India. In addition to the usual issues relating to the restoration of African rights, self-governance and specific calls for the US to withdraw from its occupation of Haiti, this congress was also marked by a more specific turn towards socialism, with calls for white workers to support their efforts and for trade unions to end exclusionary practices.
