In 1982, Naiwu Osahon sets out to organize the Seventh Pan-African Congress in an African country. The event is eventually held on 3-8 April 1994 in Kampala, Uganda, coinciding with 'the dramatic changes to overturn white superiority in South Africa' (African Association of Political Science, 1996). The title of this congress is 'Facing the Future in Unity, Social Progress and Democracy' and welcomes 800 delegates from pan-African organizations around the world and some 2000 participants. The subject of reparations is discussed, with a panel led by Ali Mazrui with reference to the 1993 Abuja Proclamation.
