Le cinquième Congrès Panafricain, organisé par Kwame Nkrumah et George Padmore, est considéré comme le plus important de tous les Congrès Panafricains en terme de politique.

Tenu à Manchester du 15 au 20 octobre 1945, juste après la fin de la Seconde Guerre mondiale, le cinquième Congrès Panafricain comprend 87 délégués représentant 50 organisations, et débat des questions relatives au "problème de la couleur en Grande-Bretagne", à "l'oppression en Afrique du Sud" et aux "problèmes dans les Caraïbes". Bien que rarement commémoré aujourd'hui, il marque également "le début de la fin de la domination coloniale européenne en Afrique et dans les Caraïbes", auquel assistent certains des leaders noirs les plus influents, dont certains mèneront des campagnes d'indépendance dans leur propre pays. Selon un rapport paru dans The Black Scholar (1974), 1945 a marqué le début d'une seconde période de développement de la pensée panafricaine, lorsque le mouvement a pris ‘un ton politique plus militant et a commencé à exiger l'indépendance formelle des colonies africaines’.
