Lors de la cinquante-quatrième session ordinaire tenue à Abuja du 27 mai au 1er juin 1991, le Conseil des ministres de l'Organisation de l'Unité Africaine (OUA) adopte une « Résolution sur la Réparation pour l'Exploitation et de l'Esclavage en Afrique ».

Dans cette résolution, l'OUA reconnaît que les «crimes commis contre l'Afrique et les Africains de la diaspora ont largement freiné son développement économique et social actuel» et exprime son intention de demander réparation aux «puissances responsables de siècles de dommages à l’Afrique'. Pour aider à cela, la résolution appelle à la création d'un «Groupe de Personnalités Éminentes».
